A wide arrow points straight down from a narrow shaft, and a circle holding a percent sign sits at the top of the shaft, overlapping it slightly. The combination reads immediately as a value going down. The heavy triangular arrowhead carries most of the visual weight while the percent circle acts as a small label on top, so the icon still parses at badge size.
