A civic building seen head on inside a thin circular frame: a tall central dome topped by a short spire and finial, a row of narrow arched window openings along the main block, and two widening stepped tiers forming the base. It stands for government, parliament, city hall and public administration, and works for municipal websites, legal services, policy reports, tax portals and civics presentations.

The strict left-right symmetry and the ring around it make the shape read as a badge, so it holds up next to other circular icons in a set. Combine it with courthouse, flag, document and shield icons. Keep the circle only above 32 px; below that, use the building alone.
