A judge's gavel tilted to the left with a banded head and long handle, resting above a two-tier sound block, the whole pair enclosed in a thin circular border. The badge-like frame gives it an emblem feel rather than a plain pictogram. The gavel head is drawn with two collar lines and sits diagonally so its handle crosses the open left side of the circle, balancing the solid block below.
